The Contracts and Procurement department within the Division of Administration and Finance provides the campus community with cost efficient and effective handling of acquisitions and contracting needs in accordance with State laws and CSU policies. We seek an exceptional individual to join our team as the Contracts and Procurement Manager (Administrator II). Duties and Responsibilities
|
Reporting to the Director of Contracts and Procurement, the Contracts and Procurement Manager manage and oversees the daily operations of a large-scale, high-volume, deadline driven office, providing strong leadership and daily guidance to staff and student assistants. The Contracts and Procurement Manager will apply comprehensive procurement and contracting expertise and professional judgment to oversee the full lifecycle of procurement of goods and services, issuance of Invitation for Bids (IFB) and Request for Proposals (RFP), interpreting policies, conducting public bid openings, managing vendor relationships, implementing procurement metrics, and advancing process improvement initiatives consistent with business best practices.
Responsibilities include complex contract development including drafting, reviewing, negotiating, executing, and administering a wide range of agreements, such as standard agreements, professional services agreements, public works contracts, leases, licenses, memoranda of understanding, affiliation agreements (clinical and teaching), and student placement agreements. This role also ensures the timely issuance of renewals and amendments, while assessing risk and ensuring compliance with applicable federal and state laws, statutory requirements, Public Contract Code, Education Code, and California State University (CSU) policies and guidelines.
The role fosters a collaborative and collegial work environment, ensuring the achievement of departmental goals and objectives while delivering excellent customer service in support of the campus community. This position will have direct contact with senior campus officials, the Chancellor’s Office, and other CSU campuses, as well as external and regulatory agencies. Serves on committees and workgroups as needed. Other duties as assigned.

Essential Qualifications
|
A bachelor’s degree from an accredited four-year college or university in Business Administration, Public Administration, Finance, or related discipline, or equivalent combination of education and experience. Minimum of three years of management level experience or progressively responsible contracting experience in an education or public purchasing operation environment.
Comprehensive knowledge of public procurement and contracting principles and practices including legal and regulatory compliance. Thorough knowledge of state or public contracting policies, applicable codes and statutes, competitive bidding processes, including conducting job walks and public bid openings, and risk management principles. Demonstrated ability to independently prepare, review, and negotiate complex high-level contracts, including leases, service agreements, and public works solicitations. Expertise in evaluating and interpreting a variety of specifications, proposals, and contract language for adherence to appropriate technical, legal, and functional requirements. Ability to independently interpret and apply policies as well as public and education contract codes and regulations. Familiarity with Accounts Payable, Travel, Shipping and Receiving, and P-Card policies as they relate to the procurement function. Proficient use of integrated financial systems, such as PeopleSoft, Oracle, P2P, Microsoft Office suite, and other standard productivity tools.
Demonstrated leadership skills by effectively guiding a cohesive team in a high-volume, deadline-driven environment, while adapting to changing priorities and exhibiting strong time management. Excellent verbal, written, and interpersonal communication skills, with the ability to develop and maintain effective working relationships. Creative, resourceful thinker, and organized planner with strong customer service orientation to both internal and external stakeholders, capable of building consensus across various groups. Highly skilled in organization, analysis, and problem-solving, with the ability to communicate effectively with departmental stakeholders and the general campus community.
A background check (including a criminal records check) must be completed satisfactorily and is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to complete the background check satisfactorily may affect the continued employment of a current CSU employee who was conditionally offered the position.

Preferred Qualifications
|
Master’s Degree from an accredited college or university. California State University (CSU) or University of California (UC) procurement and contracting experience. Familiarity with CSU policies and P2P experience. Professional Certification such as Certified Professional Public Buyer (CPPB), Certified Professional Contracts Manager (CPCM), or equivalent. Prior experience with clinical, student affiliation, and service-learning agreements in a higher education environment.
