SJSU Repatriation Coordinator (SJSU ONLY)

Job Summary

San José State University has curated various collections of Native American remains and artifacts for more than a half-century. These collections include cultural materials from multiple archaeological sites and human remains from over 400 individuals. These collections are subject to federal laws, including the 1990 Native American Graves Protection and Repatriation Act (NAGPRA), as well as state laws including the 2001 CalNAPGRA regulation and update of AB 275 (2021) and AB 389 (2023). CalNAGPRA (including AB-275) and NAGPRA requires tribal consultation, inventorying, and eventual repatriation of collections.

Reporting to the Provost, the Repatriation Coordinator ensures the University fully complies with NAGPRA and the newly revised CalNAGPRA legislation. Responsibilities include serving as the key contact and expert with federal and state NAGPRA legislation, including AB 275 and AB 389; providing consultation and outreach to Native American tribes; inventorying; facilitating repatriation; management of database and SJSU curated collections; and oversight of access to and care for collections in SJSU’s curational facility. The incumbent will travel frequently around the State to meet with Tribal leaders and is required to have an on-campus presence for consultation meetings as well as for inventorying and managing access to curational facilities. The Repatriation Coordinator is a liaison to the campus NAGPRA/CalNAGPRA Committee and is expected to participate in professional conferences for NAGPRA compliance for training or presentation purposes.

 

Key Responsibilities

  • Serve as a liaison to the campus NAGPRA/CalNAGPRA Committee
  • Serve as a key liaison between SJSU, California Native American tribes, the California Native American Heritage Commission, and the federal NAGPRA office
  • Oversees all aspects of NAGPRA tribal outreach, including to coordinate and facilitate culturally sensitive consultations with Native American tribal representatives
  • Facilitate repatriation and culturally sensitive transfer of skeletal remains and artifacts in accordance with federal and state NAGPRA protocols and SJSU protocols
  • Communicate with and conduct consultations with Native American tribal representatives regarding repatriation of human remains and funerary objects
  • Communicate with and conduct consultations with state or local Agencies regarding repatriation and reburial logistics
  • Attend meetings with tribal representatives, CSU NAGPRA staff, and representatives from state and federal offices or agencies, as needed
  • Consult on NAGPRA claims and repatriations with Tribes and the California Native American Heritage Commission
  • Manage and facilitate SJSU compliance with federal and state NAGPRA legislation, including the newly implemented AB 275 and AB 389
  • Participate in professional conferences for NAGPRA compliance as needed for training or presentation purposes
  • Create and maintain inventory of SJSU’s archaeological collections and provide inventory lists to state officials at the California Native American Heritage Commission
  • Maintain descriptive database of SJSU’s curated collections, including from archaeological sites
  • Produce and distribute summary reports, inventories, and other documents for Tribes based on inventory results of curated collections
  • Manage and oversee access to and care for collections in SJSU’s curational facility

 

Knowledge, Skills & Abilities

  • Knowledge of the Native American Graves Protection & Repatriation Act (NAGPRA) and the ability to identify and manage proper and careful treatment of Native American cultural items
  • Knowledge of tribal organizations and relations, including public entities and their organizational and operating structures, internal systems, and functional areas
  • Ability to integrate and apply this knowledge to anticipate problems and assess the impact of proposed solutions on various organizational areas
  • Ability to take initiative and independently plan, organize, coordinate, and perform work in various situations where numerous and diverse demands are involved
  • Thorough knowledge of and ability to apply extensive expertise to complex programs and/or administrative specialties, including pertinent laws and regulations
  • Skill in the research, development and evaluation of policies and programs, including skill in the collection, evaluation, and interpretation of data to develop sound conclusions and make appropriate recommendations
  • Ability to understand and analyze complex problems from a future-oriented and broad interactive perspective and readily develop proactive solutions that integrate strategic goals into tactical operations
  • Extensive and in-depth knowledge in project management including research and analytical methodologies
  • Ability to interpret and integrate complex data and information to formulate appropriate courses of action which have broad and far-reaching impact
  • Ability to work with representatives from Native American tribes and public entities and handle potentially sensitive situations. Demonstrated consultative skills in working with internal and external constituent groups
  • Ability to effectively communicate with and influence high-level and diverse contacts inside and outside of the CSU system
  • Ability to effectively use all communication methods and formats and to use expertise, as well as persuasion and negotiation skills, to build consensus to achieve short- and long-term goals and objectives
  • Ability to effectively use applicable information systems and applications in analysis, research, and reporting activities and projects
  • Ability to communicate with constituents in a professional and respectful manner

 

Required Qualifications

  • A bachelor's degree and/or equivalent training
  • Six years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs

 

Preferred Qualifications

  • Master’s Degree
  • Minimum one year experience in NAGPRA or CalNAGPRA work

 

Compensation

Classification: Administrative Analyst/Specialist - Exempt III
Anticipated Hiring Range: $6,638/month - $7,083/month
CSU Salary Range: $6,638/month - $12,899/month
