
Job Summary
Under general supervision, the Property and Evidence Analyst will receive, record, classify and store various types of property that have been recovered, found or turned in as evidence; maintain files and records regarding property in custody and its disposition; release property to be returned to rightful owners; maintain chain of custody records, evidence, property and possibly testify in court concerning the chain of custody records; oversee purging and destruction of weapons, illicit drugs, and miscellaneous materials.
Key Responsibilities
- Coordinate, Receive and store electronic devices from internal and multiple external law enforcement agencies
- Maintain chain of custody, log all electronic devices into RMS property system, verify authorization to forensically access digital items
- Transfers custody of property to Digital Forensic Lab Technician
- Receive custody of digital property along with digital forensic results, Store and return property and results to originating agency
- Enter and update property in RMS, TracNet, the BEAST, and other systems
- Cash property/evidence is transferred to SJSU bank accounts for storage
- Transport property to County crime lab, utilize County database LMS to process property, process and provide associated police reports to the lab, Receive back custody of property along with lab results, Store property and distribute results to Investigations.
- Transport latent fingerprints to the County Evidence unit for processing, receive and process fingerprint results by adding it to RMS and notifying Investigations
- Maintain written logs of property in custody, maintain written files of property entering and exiting the Property and Evidence Room
- Conduct monthly reconciliation property reports to ensure safekeeping items are held in accordance with the Evidence Code, conduct yearly reconciliation property reports for narcotics and weapons to be in compliance with Evidence Code
- Package property for storage, file property in designated locations, audit and inventory property in custody, maintain and order property packaging and processing supplies
- Transfer property to authorized persons or agencies
- Run reports on scooter impound inventory, determine number of citations to be issued to each company, coordinate with Parking Services for issuance of citations and confirm payment, release scooters to companies
- Purge property from cases being expunged by Records Division
- Reconciles property cases for Narcotics, weapons, and explosive destruction
- Prepare and complete statistical and informational reports on Property and Evidence, and Bicycle/Scooter Impound
- Responsible for Lost and Found property submitted to UPD from all departments on campus, attempt to contact owners prior to proper disposal of or auction of items
- Make recommendations for improvement of Property and Evidence and Lost and Found procedures
- Participate in designated training program for new police officers and student employees. Train new department personnel in the use of the RMS property system, and evidence processing/packaging procedure
- Develop schedules and work assignments and training for student employees assigned to Property and Evidence, review and approve payroll for student employees
- Maintain a monthly of flammable/explosive materials items, coordinate with Health & Safety Department for the disposal of the items
- Maintain and provide an updated packaging manual in the Evidence Processing room, Maintain and provide an updated manual as a quick reference for Property and Evidence Unit personnel
- Maintain and provide proper level of packaging supplies, measuring equipment, latent fingerprint kits
- Manage subpoena requests for evidence, coordinate with officers to temporarily release evidence for administrative purposes such as court
- Liaison with RIMS Support Team to ensure property system is properly operating
- Ensure police department vehicles are in working order by keeping maintenance logs for each vehicle, obtaining quotes for outside vendor work as needed, transporting vehicles to maintenance sites
- Coordinate with FD&O Auto Shop to schedule vehicles for service
- Track vehicle mileage and report to DGS-Department of General Services
- Maintaining department gas card program
- Vehicle assignments for patrol
- Maintain and order police vehicle related supplies (Police tape, AEDs, first aid kits)
Knowledge, Skills & Abilities
- Thorough knowledge of policies, procedures and regulations related to managing police property and evidence
- General knowledge of record keeping and filing procedures, as well as data processing systems and procedures
- Ability to read, understand and apply local, state and federal law
- Ability to prepare clear and concise reports and draft operating procedures
- Ability to handle and package various property and evidence items for storage in accordance with established operational procedures
- Ability to organize and maintain the Property and Evidence Room in orderly fashion
- Ability to prepare reports for DOJ audit
- Excellent oral and written communication skills
- Ability to be able to deal in a courteous fashion with the general public, university employees, students and other law enforcement agencies
- Ability to operate a criminal justice computer, video display terminal and an in-house microcomputer network display terminal
- Ability to plan and schedule work and provide lead work direction to others
- Ability to lift and move items weighing up to 50 pounds
- Excellent customer service and public relation skills
- Basic knowledge of handling hazardous and/or contaminated materials
- Ability to maintain a valid California Driver’s License
- Ability to communicate with constituents in a professional and respectful manner
Required Qualifications
- A bachelor's degree and/or equivalent training
- Two years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs
License
A valid driver's license is required for this position. Out of state candidates selected for the position must obtain a State of California driver's license within 10 days of hire in accordance with the California Department of Motor Vehicles regulations.
Once hired the employee must successfully complete the Defensive Driver Training Program provided by the State of California for California State University campuses.
Preferred Qualifications
- Bachelor’s Degree in Criminal Justice, or Forensics or in a related field
- Experience with varied computer databases, or spreadsheets, or preparation of inventory reports
Compensation
Classification: Administrative Analyst/Specialist – Exempt I
Anticipated Hiring Range: $6,600/month - $7,000/month
CSU Salary Range: $4,598/month - $8,318/month
